It's not uncommon for developers to take mods for their own use, indeed it is often baked into the EULA's of their games that mods are their property.

"To clarify, Chucklefish wanted a full IP transfer (Intellectual Property Rights), NOT just the mod. Judging by other comments, they'd only be credited by their username, if at all. They would not be paid in any way at all for their work. They'd be giving away the IP to a very popular species, the Avali. Even large name gaming companies still shun modding communities, only in the last 6 years has modding become more accepted. Not a single gaming company that I know has ever done this from the get go. The only difference was starbound encouraged and supported the modding community and would even vouche for them if their content was superior. If you know about game development, if your not in college and want to break into it, you have to create some sort of portfolio, and many young programers did this by making mods and content for any game. Employment and even name recognition wasn’t offered.
High schoolers, adults, and professionals weren’t asked for labor, only to have fun while the actual dev tram produced thousands pf hours of work. You could have your name in credits, some hat designs won a contest, and of you were apart of the kickstarter you could get a statue of your character. It was intended as a fun way for fans to contribute. These expectations were mainly generated by the community, Chucklefish never sold this message. I don't think any of the contributors were offered any amount of money but I can only speak to my own experience on this. There isn't much reason for me to cry over spilled milk at this point. I have a nice job doing web development now. I would be lying if I said I didn't feel jaded about what happened, but it's in the past. A few months later, when I approached them about a reference, they ceased communication with me. When the game released, they included my Reddit username in the credits, not my real name. Having Tiy as a reference and your name in the credits of a hit Indie game seemed like a fair trade off. This was back when I was trying to get my first software development job. They said they would include my name in the credits and provide me a reference for future jobs. They were pretty clear with me up front that it would NOT be a paid gig but that it would help me get my foot in the door. I was a Contributor for Starbound so I feel I could weigh in some here.
